Starts the built-in $(ZMQ) proxy with _control flow.
Note that the order of the two last parameters is reversed compared to
$(ZMQREF zmq_proxy_steerable()). That is, the control socket always
comes before the capture socket. Furthermore, unlike in $(ZMQ),
control is mandatory. (Without the _control socket one can simply
use $(FREF proxy).)
Versions:
This function is only available when using the bindings for ZeroMQ
4.0.5 or later.
